Plans submitted for restoration of historic Leek hall into homes

A planning application has been submitted to restore a historic Grade II listed hall in Leek.
The plans were submitted to Staffordshire Moorlands District Council last week by a Mr M Ball, and relate to Haregate Hall on Haregate Road.
The plans propose "restoration and repairs to Haregate Hall" as well as "conversion and alteration of existing outbuildings to form three dwellings, erection of two dwellings and associated works".
A planning statement prepared on behalf of the applicant explains that the main building would be restored as three individual dwellings, and an existing outbuilding would be converted to form two dwellings.
Another outbuilding would also be converted into two more dwellings, while an additional two dwellings and a detached garage would be built from scratch.
The statement says that the building is currently in a deteriorated state and is close to being added to the 'Buildings at Risk' register.
It argues that the conversion of the hall and its buildings into homes would allow the dilapidated building to be restored.
It says: "This application proposes, in essence, a form of enabling development to secure the full restoration of the Hall. Enabling development is a recognised planning mechanism which permits departure from planning policies in appropriate cases, and so enables the conservation of the relevant heritage asset whose future would otherwise be at risk."
Staffordshire Moorlands District Council will have the final say on the application at a later date.
